The agreement was signed with the Ulba Metallurgical Plant (UMP) which is the main part of the nuclear National Company "Kazatomprom".
Kazatomprom is the national operator of Kazakhstan for the export of uranium and its compounds, rare metals, nuclear fuel for NPPs, special-purpose equipment, and technologies. The nuclear industry in Kazakhstan has been growing rapidly with big ambitions to be leader of the natural uranium production in the world. Kazakhstan is the second country in the world, after Australia, in terms of proven uranium reserves (over 1.5 million ton).
In October 2007, Kazatomprom purchased about 10% shares of Westinghouse Electric Company LLC, the leader in the market of reactor construction. French AREVA will take part in the modernization of UMP facilities for fabrication of fuel assemblies. There is also a plan to build a new generation Nuclear Power Plant in Kazakhstan together with Russian companies. These are latest steps of the Company for modification of the nuclear industry in Kazakhstan.

The agreement between UMP, Kazakhstan and the Halden Reactor Project was signed in Halden the 19th of September 2008. From left: Yuri Russin, Kjell Bendiksen (IFE), Anton Manych, Wolfgang Wiesenack (IFE), Igor Korobeinikov, Natalia Kuznetcova
